Jacksonville’s New Property Assessment Appeal Fee
In November 2025, the City of Jacksonville Value Adjustment Board voted to raise the appeal filing fee from $15 to $50 the first increase in over 40 years. The change, sponsored by Councilman Rahman Johnson, follows a review showing more than 5,000 tax appeal petitions were filed last year 70% by corporate firms, only 30% by individual homeowners.
According to Johnson, the previous $15 fee failed to cover administrative costs, leaving taxpayers footing an additional $200,000 in city expenses for special magistrates and hearings.

The increase means homeowners who wish to dispute their property value assessments will now pay more upfront. The Duval County Property Appraiser’s Office oversees these valuations, which directly affect annual tax bills.

“This change ensures city resources are used responsibly,” said Johnson during the Value Adjustment Board meeting. But for residents in neighborhoods like Mandarin, Murray Hill, Arlington, and Riverside, that extra $35 could make appealing an assessment less accessible.
